Media Becoming Intelligence Source in Congress

Welcome everyone to this political crossroads, intersection of power and the human condition:
The move to preventive intelligence rather than military actionable intelligence;
In the last year of Pres Clinton's admin, particularly after then Gov Bush was seen as the likely candidate in 2000 V. Gore;
Congress has been devicive in the skilled hands of most republicans in the white house.
The white house is still biPartisan, for another month until Sec trans Norman Minetta retires.
Both houses are lacking Intelligence matters oversite.
Can Congress form it's own intel community?
If House intel had to match Executive military intel, we might think twice, as a nation, before beginning a war.
